The Hong Kong Economic Times published a special feature on May 21, 2026, titled: “Sky-Air-Land-Sea” Emergency Network: Strengthening Smart City Resilience

 

Prof. Zhiqiang Wen (VP of the National Governance Institute at Tianjin Normal University, and Director of the Risk Governance and Emergency Management Research Center) and Mr. Eugene Ho (Government Affairs Director of Beidou Infinity Technology Limited) co-authored the article. They propose building a comprehensive intelligent emergency management system based on the “Sky-Air-Land-Sea” integrated digital intelligence emergency technology platform, featuring “data-driven, civil-military integration, and human-machine collaboration.”

 

From satellite surveillance and BeiDou high-precision positioning, to long-endurance drone patrols, ground smart lamp posts, underwater ROV rescue operations, and the “One Map” intelligent command platform — this system will completely break down departmental information silos, delivering faster early warnings, more precise command decisions, and highly efficient rescue operations.

 

Not only can it significantly shorten disaster response time by 30%–50%, it also emphasizes the “civil-military dual-use” principle — serving citizens in normal times and saving lives during emergencies — truly transforming “passive disaster relief” into “proactive disaster prevention.”

 

Following the Tai Po fire, this proposal is both timely and essential. Hong Kong is poised to harness cutting-edge technology to safeguard every citizen’s sense of security and establish itself as a global benchmark for urban emergency management.
